Shawn Wilsher a32c8baa25 misc: improve vscode devcontainer experience 
This change enables a better IDE experience in vscode by doing two
things:
1) Enables the rust-analyzer, which enables a bunch of features in
   vscode
2) Installs the needed deps for `cargo fmt` to work.
